....was first established in 2004 by section 7703 of Title 22 of the United States Code. The CEO is appointed by the president, with the advice and consent of the Senate. The board of directors of the MCC is comprised of (together with the CEO of the MCC) the Secretaries of State and Treasury, the US trade representative, and the administrator of the US Agency for International Development. The MCC is authorized to provide assistance to any country that enters into a Millennium Challenge Compact with the US. Such assistance may not include military assistance or training, abortions, or involuntary sterilization.
To be eligible for assistance, countries must demonstrate 'just and democratic governance," "economic freedom," and "investments in [its] people." Each Millennium Challenge Compact requires the signing country to agree to certain development objectives.
